Construction and Demolition Debris Recycling and Reuse Program |
Construction and demolition (C&D) debris refers to any material that is generated by a project from activity that includes construction, demolition, renovations/remodel, tenant improvement, and/or grading/excavation. Grading/excavation activity refers to soil intended to be hauled away from the project site. Currently, Los Angeles County Public Works enforces a diversion rate of 65% for C&D debris as stated in the 2016 California Green Building Standards Code (2016 CalGreen Manual). As part of obtaining a building permit, LA County Public Works Building and Safety Division may refer a project to the Environmental Programs Division to obtain approval of a Construction and Demolition Debris Recycling and Reuse Plan. |
Projects can obtain clearance for a Construction and Demolition Debris Recycling and Reuse Plan.through the following steps:

During the project Keep all weight tickets for debris removed from the project site. Documents, including weight tickets, that show that all debris is being properly hauled to the agreed upon facility/facilities listed on the RRP must be submitted as part of the Final Compliance Report. Construction drawings and/or pictures of the site before and after the project are not required, however may be helpful in closing out the RRP at the end of the project. |
After the project

Penalty Fee All weight tickets and other documents showing what was done with the debris must be submitted to the C&D Unit within 45 days of the estimated project end date. Failure to submit all weight tickets associated with the project may result in a penalty fee up to $50,000. |
History of the C&D Ordinance |
January 4, 2005 The Los Angeles County Board of Supervisors adopted the C&D Debris Recycling and Reuse Ordinance (Chapter 20.87 of the Los Angeles County Code), which requires at least 50% of all debris generated by C&D projects located in unincorporated areas of Los Angeles County to be recycled or reused. January 1, 2017 Los Angeles County Public Works begins to enforce the following C&D diversion requirements in accordance with the 2016 CalGreen Manual:
