STORMWATER QUALITY

2001 National Pollutant Discharge Elimination System (NPDES) Permit. Issued in 2001 by the California Regional Water Quality Control Board (CRWQCB) under Order No. 01-182, NPDES No. CAS004001, the permit covers an area of approximately 3,100 square miles and serves a population of about 10 million (2000 census). The County of Los Angeles and 84 incorporated cities are the listed permittees.

The Los Angeles County Stormwater Ordinance addresses provisions that apply to the discharge, deposit or disposal of any stormwater and/or runoff to the storm drain system and/or receiving waters within any unincorporated area covered by the NPDES municipal stormwater permit.

The Los Angeles County Municipal Stormwater National Pollutant Discharge Elimination System (NPDES) Permit contains a requirement for Permittees to develop and implement programs for stormwater management within the County of Los Angeles. The Model Programs provide guidance that Permittees can follow to implement their own programs in compliance with the Permit.

One specific requirement from the Development Planning Model Program is to develop a Standard Urban Storm Water Mitigation Plan (SUSMP). The SUSMP serves as a model guidance document for use by builders, land developers, engineers, planners, and others in selecting post-construction Best Management Practices (BMPs) and in obtaining municipal approval for the urban storm water runoff mitigation plan for a designated project prior to the issuing of building and grading permits.

Water Quality Reports and Data: The Stormwater Quality Monitoring Reports provide status of implementation and results of the monitoring program as required under the NPDES municipal stormwater permit. You can download/view Stormwater Quality Summary Data that represent land use distribution, hydrologic information, bacteria counts, EMCs, pollutant loading, water quality statistics, etc.
